    Bin collection shake-up expected.

    Now, I'm all for a greener environment, but this is just taking the piss.
    Why is it that council tax bills are going higher and higher, yet the council seem to be giving us LESS in return?
    ..and what's all this garbage (pardon the pun) of introducing fines for the rubbish we throw out?

    Does anyone else think that the local councils are pushing through these changes to try and appear as though they're concerned about the environment, when in reality they're just cutting costs for themselves?

    Rubbish

    More homes could see the end of weekly bin collections, after government research said there would be no hygiene problems if rubbish was wrapped.

    Many councils have already adopted a policy of collecting general waste fortnightly - with many picking up recyclable rubbish on alternate weeks.

    Ministers say the move encourages householders to recycle more.

    The environment department said it had targets on reducing landfill but it did not set waste policies for councils.

    Climate claim

    Environment minister Ben Bradshaw said pilot schemes with fortnightly collections had revealed an increase in the amount of recycling.

    He labelled recycling as a "major part of our battle against climate change".

    Recycling household waste, he said, was "the equivalent of taking 3.5 million cars off the road".

    The research into waste collections - funded by the Department for Environment Food and Rural Affairs (Defra) - found that if waste was properly wrapped there should be no hygiene concerns.

    "The research shows that alternate week collections work best when the public are informed well in advance of any change," said Mr Bradshaw.

    The Conservatives say the government is disregarding public opinion.

    Shadow local government secretary Caroline Spelman said: "Axing weekly collections will hit families the hardest, who quite naturally produce more waste than single person households, or couples without children.

    "Like many others, they will be asking whether it's too much to ask that our streets are kept clean and our bins emptied."

    'Awful smell'

    Some residents in areas where rubbish is collected fortnightly have complained of more rats, maggots and nasty odours.

    Doretta Cocks, a Hampshire housewife who campaigns against fortnightly collections, says they are "not adequate" and "compromise public health".

    She says her bin gives off an "awful smell" after 10 days, despite the rubbish being double-wrapped.

    But Paul Bettison, from the Local Government Association, said there should be no hygiene problems.

    "The concerns that some people have about vermin and flies have now been categorically proven to be ill-founded - provided that people keep to the advice their local authorities are giving them."

    He said people should make sure their bins have a lid on at all times, and that lids are kept firmly closed.

    One third of English councils have already phased out weekly collections of general waste.

    Similarly, half of Welsh councils and many Northern Irish authorities already carry out less frequent collections.

    The Green Party's Sian Berry said the move towards recycling needed to be backed by proper investment.

    "The government needs to create industries to process and use the paper and plastics we collect and stop the environmental absurdity of exporting our recycled waste to China."

    A separate study, by the government's waste body Wrap, found people in the UK are throwing away a total of 3.3m tonnes of food a year.

    Half the waste is inedible, although it still means more than 15p of each £1 spent on food is wasted.

    Free bus travel scheme withdrawn

    A Devon council is to withdraw from the county's concessionary bus fares scheme for pensioners.
    Torbay Mayor Nick Bye said he was worried it would cost the local authority too much money.

    Pensioners get free off-peak bus travel under the scheme but many councils say government funding is not sufficient because it has been so popular.

    The council will start its own scheme from 1 April restricted to Torbay and the A380 corridor to Newton Abbot.

    Budgeted costs

    Mid Devon District Council says it is considering pulling out of the scheme too. East Devon and the Plymouth unitary authority were never a part of the scheme.

    Torbay's senior public transport officer Geoff Coleman said the changes were being made because it was a benefit which was costing too much.

    He said: "It is mainly to protect our council tax from large rises in part of their council tax due to the increasing costs of the scheme.

    "The government tells us they have funded this fully, but they have not. Every council, certainly in Devon, has had this problem.

    "The large amount of patronage means we have had to dip into other then our budgeted costs for this year."

    Motorists could face a fee every time they drive into Cardiff if a scheme to reduce congestion and raise money for transport improvements is approved.
    Plans to charge drivers £1 each time they enter the city are contained in a report which will be discussed by councillors on Thursday.

    It is one of the suggestions included in a green paper on upgrading the city's transport system.

    But some councillors have raised fears that people on lower incomes could suffer if the scheme is introduced.

    Cardiff councillor Jayne Cowan said: "With congestion charges I would be absolutely opposed to it.

    "Already motorists are being penalised with road tax and tax on petrol.

    "Motorists are being charged enough really to use the roads.

    "We need to encourage people to use other forms of transport - like car sharing or buses.

    "Until we can provide adequate public transport people are not going to leave their cars," she said.

    Just because it may work in London, it doesn't mean it would work in Cardiff

    She added: "It is going to hurt their pockets and we need to think about the people in these circumstances.

    "There are other avenues we can look at."

    Environmental campaigners have said that the council needs to improve public transport as well as tackling congestion.

    Julian Rosser from Friends of the Earth said: "We do have traffic problems in Cardiff but we are not really sure about congestion charges.

    "We would like to see more information - like what sort of levels they are going to set the prices at and how that is going to impact on congestion in Cardiff.

    "And, what impact it will have on businesses and on residents.

    "It is the sort of scheme which may work differently in different places.

    "Just because it may work in London, it doesn't mean it would work in Cardiff.

    "The issue with public transport is that there isn't enough money there.

    "We would be quite sad if this turned into the sort of scheme that just got more money for Cardiff council to use for more road building," he added.
